In practice, it works like this — if a character is sitting in a cyan-toned room and wearing a red dress, they will jump out of the frame. Not because of brightness, but because red and cyan "fire each other up." The color contrast creates a vibration that immediately signals importance to the viewer. This is so powerful because our visual system strongly separates these color pairs neuronally — they lie in different spectral ranges and stimulate different cone types in the retina.
On set, we use this for costumes, production design, and even for color temperature grading. A thriller scenario with warm, yellowish-orange lights gains dramatic depth when the opposing character is seated in blue-toned light. The limit is quickly reached. Too much complementary contrast appears artificial, kitschy, unbalanced. The art lies in using it as an accent — not as an overall design. Think of the color direction in Spielberg or Roger Deakins: they don't work with pure complementary pairs, but with muted variants of them to make an emotional statement without tipping into the garish.
