On set or during the financing phase of a German project, you can't avoid the Lex Ufi — it governs how public funds flow into film productions and under what conditions a project becomes eligible for funding. The directive originates from a time when German film needed targeted stabilization, and it continues to function as a reliable framework for lending by the German Federal Film Board (FFA) and regional funding institutions.

Practically, this means that before the first clap, it must be clarified whether the project meets the criteria. The Lex Ufi definitively defines where filming is permitted — Germany is a prerequisite, with some exceptions for co-productions. The budget is subject to upper limits depending on the type of funding. Cast, crew, and production management must be predominantly German or from EU countries. The location check is not academic: a film shot too much abroad or employing too many foreign crew members risks losing funding or having to repay funds. As a cinematographer, you often experience this during location scouting — some places are aesthetically perfect but logistically so unfavorable that they would jeopardize funding eligibility.

A crucial point for production: The Lex Ufi stipulates that loans must be repaid — from the film's revenue. This creates pressure in budget planning. At the same time, there are grants and equity assistance that do not need to be repaid but have stricter requirements. Anyone working with Lex Ufi funds must maintain auditable accounts. This applies to fees, material costs, everything.

The directive is regularly updated — most recently, tiered structures for smaller productions and digital projects were adjusted. For low-budget films or documentaries, some conditions are partially eased. Producers or those in production management must be familiar with the current versions. They are publicly accessible and published by the FFA. The Lex Ufi is not an obstacle but an enabler — without it, there would be significantly fewer German productions. However, it forces clarity: about the budget, about locations, about team structure. This avoids many surprises on set later.
