This is the craft reality of investigative work, and precisely this is elevated to a narrative form — not as a subplot, but as the core.
What distinguishes police procedurals from cop action or thrillers: method over mystery. The viewer often knows early on who did it; what draws them in is the path to proving it. Production-wise, a procedural is an efficiency model: recurring sets (police headquarters, pathology), core ensemble, episodic structure with series continuity. One can recycle, work cost-effectively — a major reason why the format is long-lasting. For the camera, the approach is: steady, documentary, not expressionistic. The gaze is sober; exaggeration would break the promise of realism. The aesthetic sometimes resembles the documentary style (handheld, natural light indoors) without necessarily being a mockumentary.
