Need funding for your project and want to shoot in Baden-Württemberg or Saxony? Then your path inevitably leads through the Regional Film Services — the regional funding institutions that each federal state operates. They are not optional but structurally the first instance: they allocate production funds, coordinate filming permits with municipalities, arrange locations, and act as a central advisory body for anyone wanting to work in the respective federal state.

In practice, it works like this: You submit your treatment or screenplay to the responsible Regional Film Funding agency — observe deadlines, complete application, realistic budget. The committees (usually film commissions, consisting of industry representatives and politicians) evaluate based on funding criteria such as artistic potential, economic benefit for the region, and technical feasibility. The whole process takes 6–12 weeks. In parallel, you also handle formal applications for filming permits through these services — without their approval, no production is legal. Some Regional Film Services also offer location scouting services and contacts to local crew pools, which significantly reduces administrative effort.

The amount of funding varies considerably: Bavaria and North Rhine-Westphalia have larger budgets and also accept projects with higher production budgets. Smaller federal states tend to support low-budget formats and documentaries. An important point: Many Regional Film Services require a so-called minimum expenditure quota — you must prove that you have actually spent a certain amount in the region, otherwise the funding will be forfeited. This is not bureaucratic harassment but the purpose of the measure: the funds are intended to support local trades, hotels, and catering businesses.

On set itself, Regional Film Services are rarely relevant — that's administrative work. But in pre-production and during casting along your financing chain, they are indispensable. Those who ignore them work without local permits and risk penalties. A well-maintained relationship with the responsible Regional Film Funding agency can save projects months of runtime and often unlock unexpected resources.
